Tobias goes to the control room and watches the cameras in Chicago. He sees Marcus standing outside a building, and Tobias then watches Johana approach him. She says she assumes Marcus contacted her because she leads the Allegiant, and he wants an ally. Johana also asks if he was abusive to his family, but he denies it. Marcus says he wants to restore the peace of the factions and that they can control Evelyn’s power if they control the weapons. He then asks if he can lead the Allegiant alongside Johana. As he watches, Tobias knows his father’s intentions and wants to warn Johana but can’t. Johana agrees to let Marcus help her, and Tobias turns to leave the room. As he does, he sees Evelyn on another screen. A woman enters and tells Evelyn they haven’t seen any signs of Marcus.
Zoe leads Tris to David’s office. He is in a wheelchair, and both legs are bound in casts. David thanks Tris for her bravery and says he’d like her to train for a position on the Bureau’s council. She will need to attend the council meetings and learn about the compound and its functions. Tris tells David she would be honored, and he says she’ll go to the fringe with a patrol tomorrow and will see him at Friday’s council meeting.
Tobias goes to the dorm and sees Peter surrounded by maps. Peter is trying to understand how big the world is. They talk for a few minutes before Tobias leaves. He goes to the atrium, and Cara runs up to him. She says another rebel group has organized and is having a meeting; they want him there. Cara also tells Tobias that Tris showed her the simulation serum. Tobias is uneasy but allows Cara to lead him to the same exam room where he learned he wasn’t Divergent.
Tobias enters the room and sees Tris, Caleb, and Christina. Tris says they need to expose the Bureau for what it is in the hopes that the people will elect new leaders. She suggests using truth serum to help them, and Cara and Caleb agree to work on making it less resistant to those with pure genes. Tobias and Christina will get closer to Reggie to get more information about the security in the Weapons Lab.
Everyone leaves the room, but Tris and Tobias remain and talk in the hall. Tris is upset mainly because Tobias dismissed her concerns because he thought she was jealous of Nita. Conversely, Tobias believes Tris always expects him to do what she thinks is right. Tris says she needs some time and walks away.
The next day, Tris goes to the fringe with Amar, George, and their crew. Tris asks Amar if he believes in all the Bureau says about genetic damage. Amar says he does and trusts the Bureau will tell him anything he needs to know. When they arrive, they unload the truck. Tris and Amar walk toward the building, and she sees make-shift homes. She asks if the Bureau does anything to help the people living in these poor conditions, and Amar says they’re trying to solve the problem, which is better than helping their more immediate needs.
Tris and Amar hear gunshots and George yelling for help. Amar runs to him, and Tris loses him. A woman grabs Tris and pulls her into her home until the crowd and danger pass. Tris then runs to a courtyard to see a young man holding a gun to George’s head. Others are destroying his surveillance equipment. Amar steps into the courtyard, startling the people. They run away, leaving Amar, George, and Tris alone. They walk back to the truck and return to the compound.
Trying to escape his fears and conflict with Tris, Tobias is back in the control room, looking for his parents on the Chicago cameras. He finds Evelyn at Erudite Headquarters, but he can’t find Marcus. Tobias sees the Allegiant attack a building and tells Cara to get the others. When she returns, Tobias and his friends watch the Allegiant attack a weapon storehouse, and Cara tells them the Allegiant are planning to attack a factionless stronghold. They hope to usurp Evelyn and restore the factions. Tobias knows Chicago is moving closer to complete destruction.
Although Tris wants to find a home at the compound, especially with its connection to her mother, she discovers more about the Bureau and knows she must stop its pursuit against the genetically damaged. When David asks her to train for a council position, Tris agrees because it will give her greater access to information and help her destroy the Bureau from the inside. In the coming chapters, Tris uses the information she learns at the council meetings and from David to help her friends prevent Chicago’s reset while also resetting the Bureau leaders. She hopes that by resetting the leaders, she can end their focus on the experiments and make them more peaceful and moral in their work.
Tris learns more about the Bureau, Tobias’s character, and why he makes his choices. During their return to the compound from the fringe, Amar tells Tris that Tobias would make a great leader if he didn’t struggle so much with self-doubt and that Tobias gets into trouble when he follows others. This allows Tris to see that his decision to follow Nita was likely based on his insecurities and not a betrayal of trust. Further, Amar tells Tris that Tobias is an entirely different person without her; he is obsessive and insecure. This information helps Tris see the differences between her and Tobias so that she can help them become stronger when they are together, not weaker. Amar’s insight will help Tris forgive Tobias in the next section.
Finally, this section initiates the Allegiant rebellion in Chicago. The Bureau knew the rebellion was coming, so when the Allegiant begin fighting Evelyn and the factionless, they must act quickly to prevent the Chicago experiment from being shut down. Marcus and Johana have joined an alliance and are now going after Evelyn to restore the factions and the peace they provided. At the same time, Tris, Tobias, Christina, and the others from Chicago form their own rebellion against the Bureau. They know the Bureau gave the simulation serum to Jeanine, leading to the death of many people. Therefore, Tris and her friends want to end the Bureau’s cruelty and obsession with their experiments. Eventually, the two efforts will collide as Tris and Tobias seek to stop Chicago’s reset, requiring some of the group to return to Chicago to help.
